From what I heard in the support forum (EDIT: look under Combat animations gone) yes you are locked, but just ask Japan to set them ON and then if he doesn't want to sit and watch he can allways press ESC when animations pop up and do it the fast and uninformed way [;)]

Well, I guess if you play with Vary Setup - ON, you should allways put at least some Vals and Kates on Naval primary and a bit more Zeros on CAP. It can very well hurt if you don't as this example shows [:)]
