How do I reduce time delay for orders?

How do I reduce the time my orders are displayed in the black box after giving them? Such things as: "TF 213 will move to hex 23, 53" and 'TF 213 will load supplies". Why do I need to wait 3 seconds to read the orders that I have just given?

Can flight missions be flown from and/or recovered on the CVE Long Island? The planes on board will allow orders to be given to them for flight operations, but I don't see them happening. What's up?

On the TF display, after ship Name, Endurance and Speed, there is Ops and Cap, what is Ops and Cap? And yes, I realize that they probably stand for operations and air patrol, but what do they mean in game play?
